SAIPAN — Thirty days after Super Typhoon Bavi’s direct hit, Rota families can now apply for FEMA Individual Assistance. President Donald J. Trump has approved a major disaster declaration for the CNMI covering the storm, the Office of the Governor announced Wednesday.
Governor David M. Apatang requested federal assistance on July 23. The declaration was signed and became effective August 3 and covers areas affected by Super Typhoon Bavi from July 4 to 12.
Under the declaration, Rota residents are eligible for both Individual Assistance and Public Assistance. Saipan and Tinian are authorized to receive assistance for emergency protective measures, including direct federal assistance. FEMA’s Andrew F. Grant has been named Federal Coordinating Officer for the response.
The declaration answers the question that has hung over Rota’s recovery since July, when Bavi carried only an emergency declaration and federal officials said Individual Assistance would require the CNMI to request, and the President to approve, a new major disaster declaration. That declaration now exists, and with it the pathway for storm-damaged households on Rota to seek direct federal help.

This decision brings essential resources to our island and strengthens our recovery efforts as we work to restore homes, infrastructure, and livelihoods,” said Apatang. “Our community has faced immense challenges from both Sinlaku and Bavi, but with this critical partnership from the federal government, and the tireless work of our local agencies, first responders, and volunteers, I am confident that our islands will recover stronger and more resilient than before.”
Rota residents can apply for FEMA assistance by phone through the local toll-free line at 671-735-1050 or FEMA’s toll-free hotline at 1-800-621-3362, with lines open 8 a.m. to 3:30 p.m. ChST seven days a week. Long distance charges may apply, and relay service users should provide FEMA the number for that service. Applications are also accepted online at DisasterAssistance.gov and through the FEMA app.
