GovGuam outage caused by power failure, not cyberattack, technology office says

HAGÅTÑA, Guam — The internet disruption across the government of Guam overnight Tuesday into Wednesday was caused by power outages that drained the backup battery bank at the Office of Technology data center, not by any kind of cyberattack, the office said in a statement Thursday.

“To be clear: there was no nexus with hacking, malware, or any kind of ‘attack’ on the government wide computer network,” the statement said.

The disruption began late Tuesday night, Aug. 18, and lasted several hours into mid-morning Wednesday, affecting several agencies’ customer-facing and back-end computerized services for a brief period as offices opened on schedule Wednesday morning. Network services were restored by 8:30 a.m., the office said.

The office said power outages drained the uninterruptible power supply backup battery bank at the OTECH data center.

Customers who applied for Department of Public Health and Social Services SNAP and cash benefits on Wednesday received their benefits Thursday, the statement said.

No government data or records were compromised, lost or in danger, according to the office.
