Guam Governor’s Office praises GPD after arrests in armed robbery of South Korean visitors at GPO

HAGÅTÑA, Guam — The Office of the Governor commended the Guam Police Department after police arrested a third suspect in last week’s daytime armed robbery of a family visiting from South Korea at the Guam Premium Outlets parking lot.

The Governor’s Office said GPD arrested two suspects within hours of the robbery and took a third suspect, Jay Boi Elias, into custody Wednesday afternoon after his identity was provided by alleged accomplices last Friday night. The Governor’s Office said Elias had spent the past five days “running and hiding” before his arrest.

In its statement, the Governor’s Office thanked GPD and said crimes targeting visitors carry particular weight in a tourism-based economy. The office also noted that, if convicted, the accused may be eligible for enhanced penalties under Guam’s 2014 Vulnerable Victims Act.

The statement also cited Guam’s reliance on visitor spending, referencing the Korean won, Japanese yen, and Taiwanese dollars, and said maintaining a safe and welcoming environment is a shared responsibility across government, business, individuals, law enforcement, and prosecutors.
