SAIPAN — The Micronesian Legal Services Corporation has released a public information guide outlining 10 significant changes to FEMA Individual Assistance since Typhoon Yutu struck the CNMI in 2018, changes that could benefit residents applying for help after Typhoon Sinlaku.
Among the most significant updates: applicants no longer need to apply for a Small Business Administration loan before receiving FEMA assistance, a requirement that tripped up many Yutu survivors. The application process has also been streamlined with fewer questions and less paperwork.
New programs include Serious Needs Assistance, which provides up to $790 in immediate cash for essentials such as food, water, medicine, fuel, baby formula, diapers and emergency supplies. Displacement Assistance is also now available to help cover temporary housing costs right away, without waiting for reimbursement.
Other changes include expanded eligibility standards for home repair assistance, meaning more homes should now qualify. Residents who have insurance can still apply, as FEMA may cover costs their insurance does not. Appeals are now easier, requiring less formality, and missed deadlines may still be excused with a simple explanation.
FEMA can now also replace work tools, equipment and computers, and additional support is available for accessibility modifications such as ramps and grab bars.
Micronesian Legal Services noted the guide is legal information, not legal advice. Residents needing legal advice should contact a licensed CNMI attorney. For more information contact Micronesian Legal Services at (670) 234-6243 or visit www.micronesialegal.org.
