SAIPAN — The Public School System Commissioner of Education Lawrence F. Camacho outlined a three-phase damage assessment process Saturday in a staff memorandum, with a decision on when employees will be recalled from administrative leave expected following a PSS leadership meeting scheduled for April 27.
Phase 1, the initial damage assessment, was completed April 20 when the commissioner met with principals and key management to receive initial damage reports. Staff who participated are required to document their time using the Payroll Time and Accountability Form and will be compensated at their regular rate.
Phase 2 calls for principals and department heads to form small assessment teams to work alongside Facilities Development and Management and Disaster Program staff using federal assessment protocols, including structured damage surveys, photo documentation and priority ranking for infrastructure. The Disaster Program will provide a unified assessment template and guidance. Staff must document start and end times each day, certified by the site supervisor.
The Commissioner’s office is also coordinating debris removal at school sites with Mayor’s offices and partner agencies. Additional information will be provided as it becomes available.
Phase 3 is standby. Following the April 27 leadership meeting, PSS will determine when staff will be recalled. Employees are encouraged to prepare for that transition and will receive direct updates from their immediate supervisors.
