HAGÅTÑA, Guam — Governor Lou Leon Guerrero and Lieutenant Governor Joshua Tenorio met with a high-level delegation visiting Guam on behalf of the Japanese government, led by Sadamasa Oue, a special advisor to the Prime Minister of Japan.
