OPD holds pre-bid meetings, site walkthrough for Oleai Sports Complex construction package

SAIPAN — The Office of Planning and Development project team for the Oleai Sports Complex conducted pre-proposal and pre-bid meetings, along with a project site walkthrough, as the Commonwealth moves forward with an Invitation to Bid for major construction work at the Oleai facility.

The agency said the planned additions are intended to help position the Commonwealth of the Northern Mariana Islands as a venue for large-scale regional sporting events, support tourism, and expand opportunities for CNMI athletes and the broader community.

OPD said the project is supported by $21.1 million in grant funding from the U.S. Economic Development Administration that was awarded to the CNMI in June 2021. The agency also cited several milestones already completed, including finishing architectural and engineering designs in May 2025, securing a zoning permit in August 2025, and securing a major siting permit in November 2025.

Work proposed under the current bid package includes construction and installation of an Olympic-size swimming pool and associated systems, a spectator grandstand, locker rooms, ADA-accessible walkways and ramps, baseball bullpens and batting cages, and other supporting facilities at the Oleai Sports Complex.

OPD said construction bids for ITB26-GOV/OPD-42600022 “Construction of an Olympic size swimming pool & associated facilities, Rehabilitation of baseball stadium facilities, concession stands, tennis courts, & associated facilities at the Oleai Sports Complex in Oleai, Saipan, MP” are due Feb. 17 at 10 a.m. ChST.

The agency said proposals for RFP26-GOV/OPD-42600012 “Construction Management Services for the Oleai Sports Complex and Cultural Event Center Project, Saipan, a Project Under the Office of the Governor/ Office of Planning and Development” are due to the Department of Finance Division of Procurement Services Feb. 13 at 10 a.m. ChST.
