HAGATNA, Guam — Congressman James Moylan said he joined a bipartisan letter with 99 other members of Congress urging the U.S. Department of Health and Human Services to immediately restore funding and explain the termination of Substance Abuse and Mental Health Services Administration discretionary grants after what the release described as an abrupt wave of cancellations nationwide.
Moylan’s office said the cuts included $6 million for programs at the Guam Behavioral Health and Wellness Center, and that the administration later rescinded the order, restoring funding for more than 2,000 SAMHSA grants.
The letter to HHS Secretary Robert F. Kennedy Jr. questions the rationale for the terminations and references the SUPPORT for Patients and Communities Reauthorization Act, which it said reauthorized many of the programs for five years.
“These grants are not partisan or political; they are about human beings who are in dire need of care,” Moylan said, adding he would continue working with colleagues from both parties to protect funding for Guam programs.
