Guam Governor Leon Guerrero announces communications office transition as Paco-San Agustin departs; Ryan to take over

HAGÅTÑA, Guam — Gov. Lou Leon Guerrero announced a leadership transition in the Office of Communications, marking the departure of Krystal Paco-San Agustin after more than seven years of public service and naming John Ryan as the incoming director.

Paco-San Agustin’s service will conclude at the close of business Jan. 9, 2026, the governor said. Leon Guerrero credited her with guiding the administration’s communications through major events including the COVID-19 pandemic, a dengue outbreak, and the response and recovery following Typhoon Mawar.

The governor said Paco-San Agustin joined the Leon Guerrero–Tenorio administration in January 2019 as press secretary and was later appointed director of communications during the height of the COVID-19 pandemic.

Paco-San Agustin will transition to the private sector and Ryan will assume the role of director of communications effective the next business day, the governor said.

Leon Guerrero said Ryan has experience in public affairs, journalism, and business, including previous service as communications director during the second term of the Gutierrez–Bordallo administration, work as a local journalist, and work as an assignment desk editor and producer for ABC News in Washington, D.C. Leon Guerrero said Ryan’s experience will support continuity and professionalism in government communications.
