Guam Energy Assistance Program Opens Monday; Cooling Credit Deadline Is March 27

HAGÅTÑA — Guam’s Low Income Home Energy Assistance Program is now accepting applications, the Office of the Governor announced Friday, with two components available to income-qualifying households struggling with power costs.

The Guam Energy Office is leading implementation of the program as a sub-recipient of a $742,930 allocation awarded to the Guam Department of Public Health and Social Services through the U.S. Department of Health and Human Services.

The Crisis Assistance component provides up to $1,000 in power utility debt relief to households facing imminent disconnection from the Guam Power Authority. Applicants must have received a disconnection notice or already be disconnected. Past-due amounts that predate the current fiscal year are not covered. Applications are being accepted through Aug. 14, 2026, or until funds run out.

A separate Cooling Assistance Credit Program offers a $100 credit spread over five months, from April through August, to help reduce monthly GPA bills. Households do not need to be in arrears to qualify, but the application window is narrow — only two weeks, from Monday through March 27. Applications are first-come, first-served.

GEO Director Rebecca Respicio said the program has assisted more than 1,300 households over the past two years. She added that all LIHEAP applicants will also be evaluated for the Weatherization Assistance Program, which helps families with home energy conservation measures.

Applications are available online at energy.guam.gov or as hard copies at the Guam Energy Office, 548 N. Marine Corps Drive, Tamuning, between 9 a.m. and 4 p.m. starting Monday.
