Guam Legislature Unanimously Passes $25 Million Emergency Response Bill Ahead of Typhoon Sinlaku

HAGÅTÑA — The Guam Legislature unanimously passed a $25 million emergency response bill during a Sixth Special Session of the 38th Guam Legislature convened Sunday ahead of Typhoon Sinlaku, and Governor Lourdes A. Leon Guerrero and Lt. Governor Joshua F. Tenorio expressed appreciation for the swift bipartisan action.

The measure appropriates $25 million from the General Fund to support response and recovery efforts including food, water, sheltering, medical services, infrastructure stabilization and direct assistance to impacted residents. The legislation also provides direct funding to Guam’s village mayors to address immediate community-level needs.

“I thank the Speaker and every member of the Legislature for acting quickly and in unity at a moment when our island needs it most,” Leon Guerrero said. “This is exactly why we called the Legislature into special session — to make sure that before the storm arrives, Guam has the tools and resources in place to respond immediately and begin recovery as soon as conditions allow.”

Tenorio said the village-level funding was a critical piece of the measure.

“This is about being ready at every level — at every agency and in every village,” Tenorio said. “By ensuring our mayors have funds in hand right away, we are strengthening the front line of typhoon response where it matters most: in our neighborhoods.”

Leon Guerrero acknowledged that floor amendments were adopted by the Committee of the Whole and said her administration would conduct a prompt review of the final bill before signing.

“Our shared goal is to act with urgency — but also with precision — because in moments like this, execution matters just as much as intent,” she said.
