Second Officer Resigns in Connection With December Assault Investigation

DPS confirms Elijah Villar tendered resignation in February; departure takes effect May 5

SAIPAN — A second Department of Public Safety officer has resigned in connection with a December 2025 assault incident, the agency confirmed Wednesday.

DPS public information officer Fred Sato said Officer Elijah Villar tendered his resignation letter on February 13, 2026. His final day of employment will be May 5, 2026.

Villar is the second DPS officer to leave the agency in connection with an assault incident that occurred on December 19, 2025. Former officer Earl Borja, 26, resigned from DPS effective January 20, 2026, and was arrested on February 20 on charges of assault with a dangerous weapon, assault and battery and misconduct in public office. Borja has pleaded not guilty and remains on $20,000 cash bail.

DPS did not provide additional details on the circumstances of Villar’s departure. Villar has not been charged in connection with the incident.
