SAIPAN — The Commonwealth’s One-Stop Business Permitting Center opened Sunday on Capitol Hill, consolidating business licensing services from multiple government agencies under one roof.
The center, led and hosted by the CNMI Department of Commerce, will begin offering limited government permitting services on Monday, December 30, following prevailing government business hours Monday through Friday from 8:30 a.m. to 4:30 p.m.
The facility includes permitting representatives from the Department of Finance, Zoning Board, Department of Fire and Emergency Services, Department of Public Works, and the Commonwealth Health Care Corporation.
Governor David M. Apatang established the center through Executive Order 2025-004 last month, creating a hub for coordinating and facilitating all business-related permits, licenses, and clearances required by law.
Commerce Secretary Remedio C. Mafnas said the Department of Commerce and interagency partners will continue coordinating to reach full operating capability in the new year.

The secretary thanked the Office of the Governor, interagency partners, and contractors for delivering the first phase of the center despite current economic conditions facing the Commonwealth and an expedited project timeline.
Project leads for the center are Clement “CJ” Bermudes Jr., Special Advisor to the Secretary; Kioshi Cody, Acting Director of the Office of Foreign Corporation Liaison; and John David “JD” Reyes, Registrar of Corporations.
The center aims to streamline processes for the public and business community by consolidating services previously scattered across multiple government offices.
