Leon Guerrero Presses Interior, Federal Officials for Direct Investment in Guam Healthcare Infrastructure

WASHINGTON, D.C. — Guam Governor Lou Leon Guerrero urged direct federal investment in Guam’s public healthcare infrastructure during remarks before Interior Secretary Doug Burgum, senior White House officials, and federal agency leadership at the 2026 Interagency Group on Insular Areas plenary session.

The governor’s office said the remarks came after a high-level briefing at the Department of War, where Undersecretary of Defense Hung Cao and Leon Guerrero reviewed plans and timelines tied to a unified approach for construction of a new medical complex.

Leon Guerrero renewed her call for capital funding to replace the aging Guam Memorial Hospital and argued that island jurisdictions require infrastructure designed for geographic isolation and logistical complexity.

She said Guam’s healthcare infrastructure should match the island’s strategic importance and called for modern systems that can ensure continuity of care across the Pacific. She pointed to the pandemic as a turning point that exposed structural vulnerabilities and highlighted the need for durable federal partnership.

In addition to capital modernization, Leon Guerrero called for federal support for enterprise electronic health record funding and referenced ongoing work to develop a unified digital health framework aimed at improving continuity of care.

The governor also emphasized that Pacific island jurisdictions do not have neighboring states to absorb medical surge capacity and face long supply chain timelines that require advance planning and federal coordination.

The governor’s office said Leon Guerrero urged Interior and interagency leadership to align capital investment and health modernization efforts with Guam’s strategic role in the region, describing sustainable healthcare infrastructure as foundational to emergency preparedness, economic stability, and long-term resilience.
