SAIPAN — Senior leaders across the CNMI government are participating in a mandatory professional development workshop focused on ethical leadership and organizational excellence, according to the Office of the Governor.
The training, titled “Challenges to Ethical Leadership in a Dynamic World,” is being conducted in partnership with the International Public Safety Leadership and Ethics Institute (IPSLEI) and is designed to reinforce ethical decision-making, accountability, and principled leadership within the administration.
The workshop is being facilitated by Kevin S. Brame, executive director and president of IPSLEI, who traveled to the Northern Mariana Islands to lead the sessions in person. Brame brings more than 45 years of experience in the fire service, 11 years as an educator, and prior military service as a U.S. Army Military Police officer. During his military career, Brame received the U.S. Army Soldiers Medal for Valor for acts of heroism.
According to the administration, the training represents a strategic investment in strengthening the ethical foundation of government leadership. The program focuses on providing senior officials with practical tools to improve communication, reinforce accountability, and navigate complex leadership challenges while maintaining ethical standards.
“Ethical leadership is not optional — it is fundamental to public service,” Governor David M. Apatang said. “By investing in our senior leaders and reinforcing the values that guide our decisions, we are strengthening public trust and ensuring that our government operates with integrity, transparency, and accountability.”
The Office of the Governor said the administration remains committed to fostering professionalism, responsibility, and ethical governance in service to the people of the Commonwealth.
