HAGÅTÑA, Guam — Governor Lou Leon Guerrero is scheduled to deliver her final State of the Island Address tonight, with her office signaling the speech will center on her administration’s record since taking office in 2019 and what it describes as near-term decisions that could shape Guam’s trajectory, including the island’s hospital project timeline.

In a written preview distributed Wednesday, the Office of the Governor said Leon Guerrero plans to return to her 2019 pledge to restore Guam’s finances, framing the address as an accounting of decisions made during what the office described as years of crisis and recovery.

The preview also indicates the Governor will contrast policy disagreement with what the office called “obstruction,” warning that delays can carry long-term consequences.

Health care is expected to be a major section of the speech. The Governor’s office said Leon Guerrero will address what it called a “once-in-a-generation opportunity” to build a modern hospital, along with an approaching deadline tied to that effort.

The Governor’s office said the address will close with a more reflective message. In its preview, the office said Leon Guerrero will speak ‘not as a candidate or combatant, but as a steward’ as she addresses the public.
