HAGÅTÑA, Guam — Guam’s Bureau of Statistics and Plans has released the public draft of the Guåhan 2050 Sustainability Plan (G50SP), a 25-year roadmap mandated by Public Law 35-110 that updates the Guam Comprehensive Development Plan around sustainability. The bureau said the draft is guided by five principles—Limits, Balance, Renewal, Equity, and Engagement—and organizes the plan around five goals: Sustainable Communities, a Prosperous Economy, a Thriving Environment, a Vibrant Culture, and Village Sustainability.
BSP said the plan responds to law-required elements through an integrated land use framework that includes establishing an Urban-Rural Boundary to concentrate development where infrastructure exists while protecting rural areas and the Northern Guam Lens Aquifer, prioritizing affordable housing and redevelopment of underused urban spaces, designating Resource Conservation areas, elevating protection of CHamoru heritage and historical sites, and using hazard and climate data such as flood maps and sea-level rise projections to guide development and resilience planning.
The bureau said the draft was developed through an engagement process that included an islandwide survey of more than 700 residents, focus groups, and interviews with village mayors and agency experts, and that if adopted, implementation would be coordinated by BSP with a task force and phased across 2025-2030, 2030-2040, and 2040-2050.
BSP scheduled public hearings on the draft for February 12, (6–8 p.m.) at the Hågat Mayor’s Office and February 25 (6–8 p.m.) at the Dededo Mayor’s Office, with virtual attendance options listed for each date, and set a deadline for public comments of March 11, by 5 p.m.
