SAIPAN — Officer Earl Borja has resigned from the Department of Public Safety effective this morning, DPS Public Information Officer Fred Sato said in an update released Tuesday.
Sato said Borja is confirmed as one of two officers under investigation in connection with the alleged assault of a 28-year-old man that DPS has said occurred on Dec. 19, 2025.
DPS Commissioner Anthony I. Macaranas confirmed that the case remains active despite the resignation, with the Attorney General’s Investigations Unit continuing a criminal investigation while DPS’ Professional Responsibility Office continues its administrative review.
The DPS update states Borja’s resignation is effective Jan. 20, 2026, while also referencing the alleged incident date as Dec. 19, 2025.
