Paco-San Agustin: Three habits make or break public communication — be reachable, be clear, and follow through

SAIPAN — Krystal Paco-San Agustin, who recently wrapped up her tenure as communications director for Guam Governor Lou Leon Guerrero, told NMI News Service viewers that strong public communication comes down to three habits: accessibility, managing expectations, and follow-through.

Paco-San Agustin joined “Good Morning Marianas” and reflected on her path from broadcast journalism into government communications, saying she grew up on Guam, studied music and communications at the University of Guam, and began her career at KUAM News after being recruited while finishing school.

She said she joined the Leon Guerrero–Tenorio administration as press secretary in January 2019 and later served as communications director through a series of high-profile events, including the COVID-19 pandemic, the dengue response, and Typhoon Mawar recovery.

During the interview, Paco-San Agustin emphasized that responsiveness isn’t just a professional preference — it’s how trust is built, especially during crises. She said communications teams should answer when they can, acknowledge when they don’t have an answer yet, and clearly commit to when they will have an update.

She also discussed the personal side of high-pressure public service, telling viewers that music and live performance helped her “fill her cup” after demanding days, and that connecting with people through performance remained a key outlet even while working a 24/7 communications role.
