UOG students to present capstone on procurement reform today

MANGILAO, Guam — University of Guam students will present their capstone findings on procurement reform during a public event today, hosted by UOG’s Public Administration and Legal Studies (PALS) Program.

The presentation, titled “Clearing the Way: Guam’s Journey to Procurement Reform,” will be held from 5:30 p.m. to 7 p.m. in Room 111 at the School of Business and Public Administration. It serves as the culminating project for PA 490: Special Projects, taught by Professor Chirag M. Bhojwani, PMBA.

According to the program, students spent the semester meeting with Government of Guam stakeholders involved in procurement to better understand real-world challenges such as process delays, legal and regulatory constraints, capacity gaps, and how inefficiencies can affect service delivery and public trust. Their final presentation will summarize key findings and propose ideas aimed at improving transparency, efficiency, and accountability.

PALS said it extended an invitation to all senators of I Liheslaturan Guåhan to attend, highlighting the Legislature’s role in procurement laws, oversight, and broader reforms. The event is open to lawmakers, government officials, and members of the public, with time set aside for questions and discussion after the presentations.
