SAIPAN – The CNMI Public School System (PSS) is preparing for a tighter financial year ahead after the Legislature approved a Fiscal Year 2026 budget that allocates $31.8 million for public education, less than what PSS had requested. The measure, House Bill 24-46, now awaits Governor David M. Apatang’s signature.
Commissioner of Education Lawrence F. Camacho, Ed.D., said while PSS is grateful for continued support, the reduced appropriation and restrictions tied to the funding create “significant challenges” in operating effectively. He emphasized that protecting classroom instruction, essential programs, and high-quality education across the islands remain the system’s top priorities.
Key Budget Provisions for PSS
-Instructional Allocation: 96% of all PSS funds must go directly to instructional use.
-Austerity Exemptions: Teachers and staff assigned directly to schools are shielded from austerity cuts.
-Federal Programs: Exempt from austerity measures.
-Interisland Competitions: $400,000 reserved for travel and lodging for interscholastic sports, cultural, and academic competitions.
-Incentive Programs: $100,000 reserved for Teacher and Support Staff Incentives and Rewards.
-Instructional Days Flexibility: PSS can reduce instructional days without a declared state of emergency.
To ensure transparency and collaboration, PSS will hold a second round of Budget Town Hall Meetings:
-Tinian: Thursday, October 2 from 5–6:30 pm at the Tinian Junior/Senior High School Cafeteria
-Rota: Monday, October 6 from 5–6:30pm at the Sinapalo Elementary School Cafeteria
-Saipan: Wednesday, October 8 from 5:30–7pm at the Marianas High School Cafeteria
Camacho called on stakeholders to remain engaged and resilient: “Our priority remains protecting classroom instruction, maintaining essential programs, and ensuring the continued delivery of high-quality education across all islands.”
