HAGÅTÑA, Guam — Gov. Lou Leon Guerrero has signed a law establishing property maintenance standards for parts of Guam’s tourism district, aimed at keeping the island’s most visible hotel and visitor areas clean, safe and well-maintained.
Public Law 38-127 directs the adoption of property maintenance standards for certain hotel-zoned properties and provides additional tools to address issues that can affect the appearance and condition of buildings and surrounding areas, the governor’s office said. The law builds on Guam’s use of internationally recognized building and safety standards.
“The way we care for our public and commercial spaces reflects the pride we have in our island,” Leon Guerrero said. “This law supports efforts to keep important areas of our community well-maintained while helping ensure that our visitors and residents have a positive experience when they visit these areas.”
The governor noted that successful implementation will require adequate resources to support inspections and compliance efforts.
Lt. Gov. Joshua Tenorio said the condition of the places visitors see leaves a lasting impression. “Supporting the upkeep of these areas helps ensure Guam continues to put its best foot forward,” he said.
The governor signed two other measures announced in the same release. Public Law 38-130 gives the Guam Memorial Hospital Authority greater flexibility in determining how dietary services are provided to patients, allowing hospital leadership to evaluate different service delivery models while preserving existing employee protections.
The governor also allowed Bill No. 292-38 (COR) to lapse into Public Law 38-133, which makes technical corrections to provisions related to the Pregnant Workers Fairness Act.
